A harmonized technical standard (hEN)39 is a European technical standard that has been developed and adopted by CEN, CENENLEC or ETSI on the basis of a mandate from the European Commission and EFTA. In the EU, the hEN is used to implement harmonization legislation. The Construction Products Regulation (CPR) is to be regarded as harmonization legislation for construction products.
A standard has various functions, including the following:
- as a benchmark for product safety;
- as a basis for drawing up a declaration of performance if it is a harmonized standard.
If a construction product is covered by such an hEN, a declaration of performance must be drawn up for this construction product so that it can be placed or made available on the market in the EU or EEA.
