The Energy Performance of Buildings Directive (EPBD)22 was revised in December 2021 to meet the EU target of a 55% reduction in greenhouse gas emissions by 2030 under the European Climate Law. The revision aims to achieve a zero-emission and decarbonized building infrastructure in the EU by 2050 and aims to accelerate the renovation of poorly performing buildings in each member state.
According to the European Commission’s proposal23, all new buildings in the EU must be emission-free from 2030, with an earlier deadline (2027) for new public buildings. EU-wide minimum standards for energy efficiency are intended to ensure that the worst buildings in the EU must be renovated by certain deadlines in order to achieve a higher energy performance class.
Furthermore, the proposal stipulates that greenhouse gas emissions must be calculated and reported over the entire life cycle from 2027, and limit values will be specified from 2030. This means that the directive no longer only considers operation, but also takes into account construction, i.e. the greenhouse gas emissions caused by the building materials.
