Chapter 5.4 – Partial revision of the Environmental Protection Act

The partial revision of the Environmental Protection Act (EPA) to implement the parliamentary initiative to strengthen the Swiss circular economy is currently in parliament. It is intended to create a new legal basis in the Environmental Protection Act. The basic concepts of resource conservation and the circular economy, as well as the possibility of setting targets, are to be explicitly set out in the Environmental Protection Act. Efficient use of resources should be sought by manufacturing, using and disposing of products with as little material and energy as possible. The increased focus on ecological principles should also be applied in the construction industry. Important aspects here are

  • the use of environmentally friendly building materials and components
  • the use of building materials that originate from the recycling of construction waste
  • the deconstructability of buildings
  • the reuse of components in buildings.

Resource consumption certificates and the definition of limit values for gray energy are also under discussion. Corresponding limit values for buildings are also to be defined in the revision of the cantons’ model energy regulations (MuKEn).
